WWF-Viet Nam: Clarifications for the Invitation to Bid, Tender Ref FY24-0994 BCA

Tender Ref: FY24-0994 BCA "Provision of 159 sets of Smartphones, power banks, and accessories to Biodiversity Conservation funded by USAID".

WWF-Vietnam would like to inform prospective the clarification of information of the Invitation to bid reference FY24-0994 BCA: "Providing 159 sets of phones, backup chargers, and accessories to the Biodiversity Conservation funded by USAID". Through this document, all the questions we received up to January 10, 2024, have been compiled and clarified as follows:

QUESTION	CLARIFICATION
In the goods category: Waterproof and Shockproof are understood as the phone's standards for water resistance and shock resistance, but are listed in the physical unit category with specific quantities as a form of goods. So are these two items understood as phone standards or accessories such as phone cases and screen protectors?	The documents require providing phone, shockproof, waterproof and power bank. A total of 4 items with technical specifications and quantities stated in the bidding documents. These two categories shockproof and waterproof are phone accessories.
The relevant experience to the goods stated in the bidding package: Is it required the relevant experience of both phones and power banks or only the main good (phone) is required?	The relevant experience can provide for one of those 2 or both. However, the bidder must ensure the conditions for being allowed to supply the goods.
Are the Certificates of Quality must be issued by the producer?	CO and CQ are mandatory requirements for imported goods and must follow the customs regulations. CQ is issued by the manufacturer. If the goods are produced domestically, quality confirmation from the manufacturer or manufacturer's official warranty documents is acceptable.
We propose 2 methods of delivery as follows: - Goods will be delivered via EMS company together with the delivery note. The Recipient will check the goods, sign the delivery note, and send it back to us. - Our staff will accompany the goods and hand the good to the recipient then sign the handover record.	Regarding delivery method, the bidder can choose and offer according to the appropriate method. However, WWF will accept the goods at the delivery location and only accept goods that are not defective due to manufacturing or transportation. The receiving party will notify the supplier immediately (good status to confirm this error if any in case of delivery via EMS company. For items defective due to either of these errors, a new item will be replaced within 3-5 days of receiving notification.
